The Peter Obi Media Office and the Makinde-Daura Presidential Campaign Organisation have called on the Independent National Electoral Commission (INEC) to investigate claims of Permanent Voter Card (PVC) manipulation ahead of Nigeria’s 2027 general elections.

In separate statements, the two groups alleged that political actors linked to the ruling All Progressives Congress (APC) are exploiting economic hardship by offering inducements in exchange for PVCs. The Peter Obi Media Office, through its spokesman Idris Zekeri Jnr., further claimed that some state governors have been collecting voters’ cards, including from civil servants, as a condition for the payment of salaries and allowances.

The Makinde-Daura campaign, which is backing Oyo State Governor Seyi Makinde as the presidential candidate of the Allied Peoples Movement (APM) with former DSS Director-General Lawal Musa Daura as his running mate, raised a more specific concern. It alleged that compromised INEC officials may be planning to hand over millions of unclaimed PVCs to APC agents. These cards, the campaign warned, could then be used by unregistered individuals to infiltrate polling units and influence results in selected locations.

Both organisations urged INEC to secure unclaimed PVCs, publish a transparent state-by-state breakdown of the figures, and take steps to protect the integrity of the electoral process. The January 16, 2027, presidential and National Assembly elections are scheduled less than 100 days from the date of the alerts.

The claims remain allegations and have not been independently verified. INEC has not yet issued a public response.
